Esta expresión significa HAY...? (there is es para preguntar por algo en singular y there are para algo en plural)
Para hacer preguntas con las expresiones THERE IS / THERE ARE, lo hacemos colocando el verbo TO BE AL INICIO. Asi:

Examples:

IS THERE A cinema in La ceja?           NOTICE THE SINGULAR FORM OF THE NOUN

IS THERE AN Internet café in your town?
 (Recuerden que si el sustantivo inicia con sonido Vocálico se usa el articulo AN)

2. CAN/ COULD  TO ASK ABOUT PLACES IN  A TOWN

Para preguntar de forma amable y cortes acerca de direcciones en un lugar se utiliza muy a menudo el verbo CAN (poder)  y su forma condicional COULD.

Este verbo funciona igual que el TO BE, por ser un verbo auxiliar.. RECUERDAN???

Es decir para hacer preguntas con él, simplemente lo ubicamos al inicio de la oración y para hacer negaciones, negamos el verbo (CAN'T  -   COULDN'T)

CAN I help you?                                PUEDO ayudarte?
